The first meeting of the joint working group on cooperation between the Ministry of Cooperatives, Labour and Social Welfare of the Islamic Republic of Iran and Mexico was held on video conference basis. During this virtual meeting, the DG for International Affairs of MoCLSW, Ali Hossein Shahrivar said: In view of the strategic place of both countries and their long relationship, the two countries have capacities for many joint undertakings in an array of grounds to use the existing capacities for enhancement of bilateral relations and interactions. He made a reference to the visit of the then Mexican minister of labour and social welfare in 2015 to Iran and the achievements and results of the above visit and said: During this visit, the MOU on joint cooperation between the two countries was concluded and signed by the two line ministries. He also recalled the visit of the Iranian delegation to the Mexico and being briefed about the methods of tackling and fighting against multi-dimensional poverty and said: Exchange of delegation and signing plans of action demonstrate the strong resolve of the top officials of both countries to promote mutual and bilateral cooperation.
He added: We warmly welcome practical measures to implement plans of action signed between both ministries and truly believe that cooperation in the fields of labour and social welfare will further develop and deepen relationship between the two countries. Mr. Shahrivar also emphasized exchange of experiences, information and know-how in the grounds of labour and employment, social protection, social welfare, insurance and pension funds, technical and vocational training, empowerment of women, the elderly and children.
The meeting was continued by some statements by Ms. Ingrid Alaliasbalos Kaysjardo, DG of Inter-organizational Relationship and International Affairs of the Mexican Ministry of Labour and Social Welfare. She expressed her satisfaction about the relationship of the two countries and said: We take the resumption of relationship between the two Ministries and enhancement of cooperation within the framework of the MOU signed in 2015 and 2016 as a very good omen. She said that the goal of the joint cooperation mechanisms is to advance bilateral operations and improvement of the citizens’ labour condition. She said that in view of the joint plan of action and the MOU on cooperation signed between the two parties, we are looking for planning to share information and appropriate joint measures and special focus on occupational safety and health in line with the public interests. She referred to other areas of cooperation such as social care, decent work as well as vulnerable groups. The other contributors to the meeting were Omar Nasib Stifan, DG for social welfare, Kuinta Laconz Cruze, Director for occupational safety and health, Marta Isabel Lupez Scorbar, Director for labour policies and decent work of Mexico who provided a thorough report on social security status and other measures.
Alireza Qazili, the Iranian Ambassador to Mexico, was the next speaker who expressed his pleasure about organizing the joint working group on cooperation of the two ministries and his willingness for strengthening ties and development of relationship between the two countries. Also, Ali Mozafari, DG for labour inspection, Maryam Mirmalek, DG for support and empowerment, Mohammad Mohammadi, DG for social security insured registration and Reza Shariat, DG for training, Labour and Social Security Institute of the Islamic Republic of Iran, presented a full report on tasks and duties of the mentioned offices and agencies to the Mexican party and emphasized the need to further cooperation.
Highlighting the practical will and resolve to enhance cooperation in the field of decent work and social welfare, implementing the joint plan of action in the context of the MOU as well as continuing and holding three virtual meetings during the coming months entitled “social security” (pension regulations and laws and early retirement, optional and compulsory insurance coverage), “employment policies and responses to Covid-19”, exchange of experience on “assessment of multi-dimensional poverty” in collaboration with Conoval organization as well as cooperation in the ILO were among the subjects proposed by the Iranian party for cooperation. The Mexican Party welcomed the proposals of the Iranian party and raised other grounds for cooperation such as “self-inspections” on OSH as well as the youth employment. It was agreed that the proposals raised by both parties be further developed and signed by through diplomatic channels.
